Statement from the Embassy of the State of Qatar in Washington, D.C.

Recent reports alleging that Qatar has trained members of Hamas are unequivocally false and defamatory. Such reports are not backed by any evidence, but are rather part of an ongoing and well-funded campaign to spread falsehoods about Qatar. This campaign has had the recent, unsuccessful objective of applying pressure on Qatar in order to derail our extensive mediation efforts in Gaza and prolong the war.

HH The Amir Meets U.S. Secretary of Defense

His Highness The Amir Sheikh Tamim bin Hamad Al-Thani held a meeting with HE Secretary of Defense of the United States of America Lloyd Austin, at the headquarters of the United States Department of Defense (Pentagon). At the outset of the meeting, HE the U.S. Secretary of Defense welcomed HH The Amir, and praised the strong and strategic relations between the State of Qatar and the United States, noting that the United States is committed to making the partnership with Qatar stronger than it is now.


HH The Amir, U.S. President Discuss Strategic Cooperation

His Highness the Amir Sheikh Tamim bin Hamad Al-Thani and HE President of the United States of America Joe Biden discussed the strong bilateral strategic relations between the two countries and ways of enhancing and promoting them in various fields. During the meeting held at the White House on Monday afternoon, the two sides also discussed the most prominent regional and international developments.


Joint Statement on the Qatar-U.S. Strategic Dialogue

Joint Statement of the Third Qatar-US Strategic Dialogue

The Governments of the United States and the State of Qatar held the third United States-Qatar Strategic Dialogue on September 14-15, 2020. HE Qatar's Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani and HE US Secretary of State Michael Pompeo co-chaired the Opening Session. In the Joint Statement of the Third Qatar-US Strategic Dialogue, the State of Qatar and the United States welcomed this annual meeting and reviewed progress made since the conclusion of the last Strategic Dialogue, held in Doha in January 2019. CITY OF HOUSTON PROCLAIMS QATAR DAY IN HOUSTON

More than 1,700 scholarships from Qatar Harvey Fund

Qatar helps Haitian people recover from earthquake

Nearly ten years after a catastrophic earthquake struck Haiti, and amid months of protests and unrest in-country, The State of Qatar announced a $1,890,945 donation during Hope for Haiti’s annual Harvesting Hope Event in Stamford, CT. The significant donation will come from the Qatar Haiti Fund and will impact the lives of 300,000 Haitians through Hope for Haiti’s programs designed to improve access to quality healthcare, clean drinking water, and education.

Qatar Participates in 5th Arab-European Ministerial Meeting in Brussel

The State of Qatar participated in the fifth Arab-European Ministerial Meeting, in Brussels, Belgium. HE State Minister for Foreign Affairs Sultan bin Saad Al Muraikhi chaired Qatar delegation to the meeting, which discussed aspects of cooperation between the two sides and preparations for the first Arab-European summit scheduled for February 24.

Forward Together with the Qatar US Strategic Dialogue

On January 13th, 2019 the United States and Qatar held the Second U.S.-Qatar Strategic Dialogue in Doha under the theme Forward Together. Qatar Pledges $30 Million to Support Hurricane Harvey Relief

The Ambassador of the State of Qatar to the United States Meshal bin Hamad Al-Thani announced the establishment of the Qatar Harvey Fund, pledging $30 million to support the people of Texas in the aftermath of Hurricane Harvey. Through the Qatar Harvey Fund, the State of Qatar will work with Governor Greg Abbott, Mayor Sylvester Turner, officials in the State of Texas and local organizations to help rebuild communities affected by the widespread floods.



Foreign Minister: Dialogue Is Qatar's Strategic Choice for Settling Disputes

HE Foreign Minister Sheikh Mohammed bin Abdulrahman Al-Thani expressed regret over the move by Saudi Arabia, Bahrain and UAE, in cooperation with Egypt, to sever ties with the State of Qatar, saying that it is an "unprecedented escalation" and stressing that the strategic choice of Qatar is to solve any crisis through dialogue. "Regarding the reasons for this escalation, honestly, we don't know if there were real reasons for this crisis or whether it was based on things we're unaware of," HE Sheikh Mohammed bin Abdulrahman Al-Thani was quoted as saying during an interview with Al Jazeera. The foreign minister added that if there were real reasons, "there wouldn't have been such an escalation and the media fabrications wouldn't have portrayed such a wrong image about Qatar in an attempt to undermine its security and stability" based on "false stories and fabrications."


Qatar regrets the decision by Saudi Arabia, the United Arab Emirates and Bahrain to sever relations

The Ministry of Foreign Affairs of the State of Qatar expressed deep regret over the decision of Saudi Arabia, the United Arab Emirates and the Kingdom of Bahrain to close their borders and airspace and cut off diplomatic relations. Such measures are unjustified and are based on baseless and unfounded allegations. Qatar has been exposed to an instigation campaign based on allegations that amounted to absolute fabrications, which proves that there are premeditated intentions to cause damage to the State. Qatar is an active member of the Gulf Cooperation Council (GCC), committed to its Charter, respects the sovereignty of other countries, does not interfere in their internal affairs, and carries out its duties in combating terrorism and extremism. It is clear that the media campaign failed to convince public opinion in the region and in the Gulf countries in particular, which explains the continued escalation. The fabrication of reasons for taking action against a sister country in the GCC is clear evidence that there is no legitimate justification for these measures, which were taken in coordination with Egypt, and the purpose is clear : the imposition of guardianship over the State. This in itself is a violation of its sovereignty as a state which is categorically rejected. The statement pointed out that the allegations contained in the statements of severing the relations issued by the three countries represent an undisclosed attempt which further confirms the premeditated planning of media campaigns, which contained many fabrications. The Ministry of Foreign Affairs stressed that these measures taken against the State of Qatar will not affect the normal course of life of the citizens and residents of the State and that the Qatari Government will take all necessary measures to ensure this and to thwart attempts to influence and harm the Qatari society and economy. Finally, Qatar's Foreign Ministry expressed its regret that the three countries did not find at this critical stage a more important and crucial challenge for their people than targeting the State of Qatar and attempting to harm it.


The State of Qatar and the United States Stress on Strategic Bilateral Cooperation

Doha / Information Office/ May 30 HE the Foreign Minister Sheikh Mohammed bin Abdulrahman Al-Thani held Tuesday a telephone conversation with HE U.S. Secretary of State Rex Tillerson. The two sides stressed that they will follow up on the outcomes of the meeting held between HH the Emir Sheikh Tamim bin Hamad Al-Thani HE U.S. President Donald Trump, which took place on the sidelines of the Riyadh Summit in the Kingdom of Saudi Arabia. The meeting discussed enhancing the strategic bilateral cooperation in political, economic, security, and military fields to achieve mutual interests. HE the Foreign Minister and HE the U.S. Secretary of State discussed bilateral cooperation as well as regional issues. They focused specifically on Syria, Libya, and Palestine, and possible solutions that could prevent the deterioration of crises in the region. They also discussed the two countries' counter-terrorism efforts and facing the challenges threatening international peace and security.


Foreign Minister: 'Qatar Will Address the Media Campaign Targeting It'

Doha / Information Office / May 25 HE the Foreign Minister Sheikh Mohammed bin Abdulrahman Al-Thani said the State of Qatar will address the media campaign targeting it, against a backdrop of the hacking of Qatar News Agency's (QNA) website and attributing false statements to HH the Emir Sheikh Tamim Bin Hamad Al-Thani. It is clear that there is a media campaign targeting the State of Qatar and we will definitely address it, HE the Foreign Minister said during a joint press conference with the Somali Foreign Minister, HE Yussef Jarad Omar Ahmed, held here today. It is noticeable that there was no mention of Qatar in the opinion articles, for example, in the United States of America, but in the past five weeks we were surprised by the publication of 13 opinion articles on Qatar by different writers in the United States, HE the Foreign Minister said. There was on the same day of the cyber attack on QNA's website a conference on Qatar, to which we were not invited, was held in the United States bringing together all those who wrote these articles against Qatar and on the same night the cyber attack occurred, HE Sheikh Mohammed bin Abdulrahman Al-Thani said, wondering whether it was a coincidence or not. The hacking attack on QNA's website and attributing false statements to HH the Emir is without doubt a cyber crime, he said, adding that Qatar will not rush to issue the results until the investigation is over.


An Official Source at the Ministry of Foreign Affairs: the Perpetrators of the Electronic Piracy against Qatar News Agency website will be prosecuted

Doha / Information Office/ 24 May The State of Qatar announced that it will investigate and prosecute those responsible for the hacking of Qatar News Agency (QNA)’s website. An official at the Ministry of Foreign Affairs (MOFA) stated that QNA’s website was hacked at 12:14am on Wednesday morning, with hackers publishing false statements attributed to HH the Emir Tamim bin Hamad Al-Thani. He added that they were able to regain control of QNA’s website four hours after the hacking took place, and that they continue to counter ongoing hacking attempts of QNA’s social media accounts. The official further stated that it is clear that this shameful cybercrime was instigated and perpetrated with malicious intent. He also said that the State of Qatar is surprised by the stance of some media outlets and TV channels which continued to publish and comment on the false statements, despite them having been denied by the Director of the Government Communications Office, HE Sheikh Saif Bin Ahmed Al-Thani, in a statement published on Wednesday. The Ministry's official also pointed out that this cybercrime is being investigated. He further added that several brotherly and friendly countries expressed their willingness to participate in the investigation, as part of the framework of international collaboration in the fight against cybercrimes. All necessary legal measures and procedures to prosecute the hackers of QNA’s website will take place, and that the findings of the investigation will be published once complete.


Qatar Strongly Condemns Attack at Concert in Manchester

Doha - Information Office - May 23 The State of Qatar has strongly condemned and denounced the explosion which took place at a concert in the British city of Manchester and resulted in dozens of deaths and injuries. In a statement issued Tuesday, the Ministry of Foreign Affairs reiterated Qatar's firm stance on rejecting violence and terrorism regardless of its source and whatever its motives and reasons. The statement also stressed Qatar's rejection of all criminal attacks that terrorize the innocent people and contradict with humanitarian values and principles. The statement further affirmed Qatar's full solidarity with the government of the United Kingdom and its support to all measures taken to maintain the country's security. The statement also expressed Qatar's condolences to the families of the victims and the UK government, wishing the injured a speedy recovery.


HH the Emir Meets President of United States

Riyadh/ Information Office/ May 21 HH the Emir Sheikh Tamim bin Hamad Al-Thani discussed during a meeting with HE President of the United States of America Donald Trump the close friendship and cooperation relations between the two countries and ways of enhancing them in various fields in order to achieve the strategic common interests of the two countries, especially in the security, defense and economic fields. The meeting, which was held at the Ritz-Carlton Hotel in Riyadh on Sunday morning, dealt with means of enhancing cooperation between the two countries and supporting international efforts in combating terrorism and extremism which threaten the security and stability of the world. The two sides also exchanged views on the latest regional and international developments, especially the latest developments in the Middle East topped by the Palestinian issue. Both sides agreed on the need to resume the peace process and also discussed the situation in both Yemen and Syria. The meeting was attended by Their Excellencies the members of the official delegation accompanying HH the Emir. On the American side, the meeting was attended by a number of Their Excellencies the Secretaries and senior officials accompanying HE the US President.


HH the Emir Participates in 17th GCC Consultative Meeting

Riyadh/ Information Office/ May 21 HH the Emir Sheikh Tamim bin Hamad Al-Thani participated along with Their Majesties and Highnesses Leaders of the Gulf Cooperation Council countries and heads of delegations in the 17th Consultative Meeting held at the King Abdulaziz International Conference Center in Riyadh on Sunday morning. Statement from the Director of the Government Communications Office on Qatar's Position on Terrorism, Terrorism Finance

Doha / Information Office/ May 20 The following statement was issued today by Sheikh Saif Al Thani, the Director of the Government Communications Office of the State of Qatar: In the run-up to President Donald Trump's visit to the Middle East, an orchestrated barrage of opinion pieces by anti-Qatar organizations in a variety of mainstream and on-line publications has alleged that Qatar is sympathetic to, or turns a blind eye toward, the actions of terrorist groups in the Middle East. This is absolutely and unequivocally false. In fact, as the authors of these articles must know, the government of the State of Qatar – like all of its neighbors in the Middle East – is a target for these terrorist groups. They threaten the peace and stability of our region and they put our national sovereignty at risk. Which is why it is absurd to suggest that Qatar would either aid and abet those seeking to finance these extremist groups or harbor an Al Qaeda mastermind, as the anti-Qatar campaigners have recently alleged. Qatar's determined efforts to defeat terrorism have been acknowledged and appreciated by the security and intelligence services of the United States and its allies, who value Qatar's substantial contributions to the battle against violent extremism. These efforts are long-standing and on going, and will continue until the scourge of terrorism is eliminated in the Middle East and around the world. Our approach to countering the terrorist threat is both tactical and strategic. On the tactical level, Qatar is an active member of the US-led coalition to defeat ISIS and proudly hosts America's Combined Air and Operations Center at Al-Udeid air base. Qatar is also battling terrorism at the strategic level through our support for education, reconstruction and economic development programs throughout the Middle East. We have provided educational opportunities for more than 7 million children and we have created more than 300,000 jobs, offering hope for a better future to those most at risk of terrorist recruitment. To cite a relevant example, Qatar was instrumental in securing the passage of the so-called Doha Declaration at the 13th. UN Crime Congress in 2015, which authorized the creation of a comprehensive program to counter violent extremism through prisoner rehabilitation, social integration and youth education initiatives. Our USD 49 million contribution will help ensure that the UN's good intentions are followed by concrete actions to address the terrorist threat. None of this is to suggest that Qatar has a magical solution to the problem of radical extremism and global terrorism. We do not. But we are absolutely sincere in our commitment to battle and defeat this scourge, and to suggest otherwise is deceitful and disingenuous. We can assume that at some point in the future the identities of the sponsors of the anti-Qatar campaign will be revealed. When that happens we will, perhaps, learn the true motive behind their efforts to damage Qatar's good name. Until then, there is one thing we know for certain: their allegation that Qatar supports terrorism is a lie.


Qatar Spring Festival with Boys and Girls Club of Greater Washington

On April 6, 2017, the Embassy partnered with the Boys and Girls Club Foundation of Greater Washington and of the Gulf Coast for the inaugural dual-event, Qatar Spring Festival 2017. The event in Washington, DC drew the participation of hundreds of DC area youths, as well as Embassy staff and a team from the Qatar Foundation International. The event celebrated Qatari arts, culture and food featuring painting stations, egg races, photo booth, Arabic language lessons and more at their center.


Foreign Minister of Qatar Participates in Meeting of Global Coalition to Defeat ISIS

His Excellency Sheikh Mohammed bin Abdulrahman Al-Thani, Minister of Foreign Affairs of the State of Qatar, participated in the Ministerial Plenary for the Global Coalition Working to Defeat ISIS on March 22, hosted by the Honorable Rex Tillerson, US Secretary of State. The meeting covered the latest developments of Syria and Iraq. The participants also exchanged views on ways to permanently defeat ISIS through stabilization, humanitarian and economic assistance. Speaking to Qatar News Agency (QNA), HE the Foreign Minister said that international counter-terrorism efforts, including efforts specifically targeting ISIS, cannot succeed unless the main reasons for extremism are addressed. His Excellency said that the political, economic, and social conditions, as well as the shocking violations of human right, nurtured the suitable environment to grow terrorism. The Wednesday meeting was the first since December 2014 that all 68 members of the coalition took part.


National Day: A celebration of Qatar’s values and priorities

The Embassy of the State of Qatar in Washington D.C. held, on Tuesday December 6, 2016, a reception, in celebration of National Day, at the National Portrait Gallery. Mr. Ali Al-Hajri, Charge d’Affaires and members of the Embassy welcomed over 1000 guests to the reception. Ambassadors and diplomatic corps members, as well as congressional representatives- such as Congressman Andre Carson, Congressman Ralph Abraham, Congresswoman Jackie Speier, Congressman Ted Yoho, and Congressman Steve Cohen- and other distinguished guests, attended the event. In his opening remarks, Mr. Al-Hajri asserted that Qatar is strongly committed to working with the United States to build and sustain peace and prosperity in the Middle East. Mr. Al-Hajri emphasized the importance of education and empowering the youth in Qatar as well as others in the region. He pointed out Doha’s Education City, which is composed of six American Universities educating thousands of students across a range of disciplines.


Celebrating Qatar’s National Day

On December 6, 2016 the Embassy of the State of Qatar will be hosting an event celebrating Qatar’s National Day. National Day is a holiday we celebrate each year, on the anniversary of December 18, 1878, when Sheikh Jasim bin Mohammed Al-Thani, the founder of the State of Qatar, succeeded his father, Sheikh Muhammad Bin Thani, as the ruler and led the country towards unity. This is an important day to us; it honors our identity and heritage, but also commemorates our principles and efforts to help create understanding between different cultures. This year we have the pleasure to celebrate it at the National Portrait Gallery’s Kogod Yard. We look forward to seeing many of you at the event.


HH the Emir Meets President of UN General Assembly

HH the Emir Sheikh Tamim bin Hamad Al -Thani met today with the President of the 71st session of the UN General Assembly Peter Thompson, at the UN headquarters in New York City. Discussions during the meeting dealt with the latest regional and international developments. HH the Emir congratulated Mr. Thomson on assuming the presidency of the current session of the UN General Assembly, and wished him success in his duties. For his part, the President of the UN General Assembly expressed his thanks to HH the Emir for the cooperation of the State of Qatar with the UN and the efforts being made by Qatar in providing aid and humanitarian relief to stricken areas around the world and its support for development projects in needy countries. He also commended Qatar's diplomatic efforts in resolving conflicts, particularly in Darfur. A number of topics on the agenda of the UN General Assembly session were also reviewed. The meeting was attended by a number of their excellencies members of the official delegation accompanying HH the Emir.


HH the Emir visits Los Angeles

HH the Emir Sheikh Tamim bin Hamad Al-Thani attended a reception ceremony hosted by Mayor of Los Angeles, Eric Garcetti, at Getty House in Los Angeles, California. The reception ceremony in which a number of Qatari institutions and agencies took part, was attended by an elite of U.S. figures including heads of companies and businessmen. Talks during the reception ceremony dealt with areas of cooperation and means of promoting and developing them as to open wider horizons of ties in future. Following the reception ceremony, HH the Emir attended a dinner banquet hosted by the Mayor of Los Angeles in honor of His Highness and the accompanying delegation. The banquet was attended by senior officials and businessmen in California.


Qatar Provides Nearly $ 1.6 Billion to Alleviate Suffering of Syrian People

The State of Qatar has provided nearly $ 1.6 billion in order to alleviate the suffering of the Syrian people inside and outside Syria, through international humanitarian organizations and donor conferences, said HE Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani at the sidelines of the 71st session of the UN General Assembly.

HH the Emir Meets UN Secretary General

HH the Emir Sheikh Tamim bin Hamad Al -Thani met here today with the Secretary General of the United Nations Ban Ki-moon, at the UN headquarters. During the meeting, HH the Emir and the UN Chief discussed a number of regional and international issues including the situation in the Middle East,especially in Syria, Libya and Yemen. They also reviewed the cooperation between the State of Qatar and the United Nations. Qatar Donates $10 million to Help Fight AIDS, TB and Malaria

Qatar has made its first contribution to the Global Fund to Fight AIDS, Tuberculosis and Malaria, by donating $10 million. The announcement was made by Qatar’s Minister of Public Health HE Dr. Hanan Al Kuwari during the Fund's conference held recently in Canada. "Fighting TB and providing access to health services to refugees and displaced populations in the Middle East region are an important priority for Qatar," said HE Dr. Hanan Al Kuwari. Programmes supported by the Global Fund in the Middle East include essential HIV, TB and malaria services to key and vulnerable populations including refugees, internally displaced people, women, children and other populations in Iraq, Jordan, Lebanon, Palestine, Syria and Yemen. The Global Fund to Fight AIDS, Tuberculosis and Malaria was launched in 2002 with the goal of getting governments, civil society and private donors to work together to fight the big three infectious diseases.


Qatar Participates in "Our Ocean Conference" in Washington

Qatar participated in The Our Ocean Conference, held at the headquarters of the US State Department in Washington on 15 and 16 September. Qatar was represented in this conference by HE Minister of Municipality and Environment Mohammed bin Abdullah Al Rumaihi. Our Ocean conference focused on the key ocean issues including marine protected areas, sustainable fisheries, marine pollution, and climate-related impacts on the ocean. The conference was attended by a number of world leaders, foreign and environment ministers, scientists, philanthropists, heads of civil society and heads of companies across 90 countries.


H.H. Sheikha Moza and Qatar’s Minister of State for Defense Affairs Attend Graduation of Qatari West Point Student

Her Highness Sheikha Moza bint Nasser and His Excellency Minister of State for Defense Affairs, Dr. Khalid bin Mohammed Al-Attiyah attended the graduation ceremony of Qatari graduate Mr. Abdulrahman Al Hinzab at the United States Military Academy at West Point. Mr. Hinzab is the second Qatari to have graduated from West Point. He earned a Bachelor Degree in Civil Engineering. Vice President Joe Biden provided the ceremony’s commencement speech.


Embassy Publishes Second Issue of "Q" Magazine

The Embassy of the State of Qatar published the second issue of "Q" magazine. The magazine tackled culture and art and how they are defined by people and their communities. In the opening remarks, Ambassador Mohammed Al-Kuwari wrote: "Q [...] gives an inside view of Qatar's long-held affinity and appreciation for art in its most diverse senses, showing how people across the country are blending Qatar's ancient traditions with our thriving modernity." Qatar Reiterates Rejection of Violent Extremism and Support for Efforts to Eradicate it

During the High Level Thematic Conversation on Children and Youth Affected by Violent Extremism, which was held at the U.N. headquarters, HE Foreign Minister Sheikh Mohammed bin Abdulrahman Al-Thani reiterated that Qatar rejects all forms of violent extremism, which has precarious effects on children and youth. He stated that eradicating terrorism requires a collective commitment and a long-term strategy to address the root causes, while taking into account the particular environments affected by extremism.


Qatari Foreign Minister Stresses Need For Common Political Action to Resolve Current Global Crises

Qatar will give 10 billion USD to humanitarian and development programs across the world in the coming decade, according to His Excellency the Minister of Foreign Affairs, Sheikh Mohammed bin Abdulrahman Al-Thani. The Minister made the announcement on the final day of the inaugural World Humanitarian Summit in Turkey. Speaking at the summit, the Minister of Foreign Affairs said almost half of the funds would be used for education initiatives to help curb the spread of extremism, violence and “loss of hope,” QNA reported.

Qatar Adopts Individual Partnership and Cooperation Program with NATO

Government of Qatar Response to Amnesty International Report

The Government of Qatar considers the welfare of our guest workers a top priority and is committed to the ongoing, systematic reform of Qatar’s labour laws. Our goal is to create a legacy of improved conditions for workers in Qatar and to set the standard for both labour rights and human rights in the Gulf region. We acknowledge the progress that has been made by the Supreme Committee for Delivery & Legacy. To that end, we are well aware that our efforts are a work-in-progress, and we welcome the efforts Amnesty and other NGOs are making to help us identify areas for further improvement. Though many of the points raised by Amnesty have already been addressed through recent legislative changes, we are concerned by a number of allegations contained within the report. The Ministry of Administrative Development, Labour and Social Affairs intends to investigate the contractors named in the report.



Qatar’s Attorney General Meets Assistant to U.S. President for Homeland Security and Counterterrorism and Homeland Security Secretary

His Excellency Attorney General Dr. Ali bin Fetais Al-Marri met separately the assistant to the U.S. President Lisa Monaco and Secretary of Homeland Security Jeh Johnson, in Washington DC. HH the Emir Condoles with King of Belgium

His Highness the Amir Sheikh Tamim bin Hamad Al Thani has sent a cable of condolences to King Philippe of Belgium on the victims of the criminal bombings which occurred in the capital Brussels today. H.H. the Amir expressed strong condemnation of such despicable acts of terrorism, which represent a violation of all heavenly religions, moral values and human principles. H.H. the Amir reiterated Qatar's rejection of violence and terrorism in all their forms and manifestations, whatever its motives and causes. Qatar Condemns Brussels Explosions

The State of Qatar condemned and denounced the explosions that occurred on Tuesday morning in Brussels, Belgium. In a statement issued today, the Ministry of Foreign Affairs said that criminal bombings oppose human values and principles and aim to terrorize unsuspecting innocent bystanders and destabilize international peace and security.



U.S. Delegation Meets His Highness Sheikh Tamim bin Hamad Al Thani and Qatar’s Prime Minister and Interior Minister

Qatar hosted a bipartisan congressional delegation led by U.S. Senator Ben Cardin (D-Md.), Ranking Member of the Senate Foreign Relations Committee, with Senators Cory Gardner (R-Colo.), Edward J. Markey (D-Mass.), and Jeff Merkley (D-Ore.).
